The Government of Alberta established the Services for the Handicapped program, a division of the Department of Social Services and Community Health.1 “The Services for the Handicapped Division administered both health care and social services programs for mentally handicapped children and adults, as well as the province’s residential institutions for the mentally handicapped in Red Deer, Calgary, and Edmonton.”2
